If you interact with the US government from the point of view of another government, you will quickly understand that there are two US governments: the institutional government that works as it always has and acts as it always has, and the lunatics in the White House. Of course, the lunatics reach down and fuck things up at the lower levels, but they have left so many mid-level positions open (the Deputy Assistant Secretaries and those types) that there is essentially an air gap between the governments. So, unless we’re talking about DHS, the lunatics are groping around blindly down there.

The lunatics can try to torch the place on their way out, but they don’t really have the knowledge or reach. Plus, we are well within the window where the bureaucracy can slow-roll and sabotage most attempts until the next government.
