One thing always worth a snicker is reading through the long list of Russian rearmament/modernization plans that they boasted of back in the 00s that today either number in the handful or were canceled outright. They were gonna have a whole new surface fleet with brand new carriers and cruisers, squadrons of fifth gen stealth fighters, next gen stealth bombers, and enough tanks to run a column from Moscow to the Rhine. And almost all of it has a stamp across it reading “On Hold Due To Lack Of Funds.”
