I’m sure there are; I know there are rolling lists of proxy servers updated all the time, but I don’t remember any URLs. Probably some lizard here will.

I wouldn’t worry about needing a proxy server; it’s pretty clear that no one monitors blogspot at all for content (their TOS even make that clear). Nothing ever gets banned or removed or even tracked unless it’s kiddie porn or something like StormFront.

(I’ve got a friend who for years has been trying to get a hate site about him removed; blogger/google does nothing)
