LBJ is tough to figure out IMO. He definitely would use racist language as you get at but he wasn’t a racist in how he governed. Reagan on the flip side I would be shocked if he ever used racist language he campaigned and governed as a racist IMO.

Lyndon Baines Johnson was first and foremost dedicated (lifelong) to accumulating power in the advancement of the career of Lyndon Baines Johnson, and did so in no small part by trying to be everything to everybody. He would stress his “Southern” roots, and crack n——— jokes with Southern Senators all day, and then, just as earnestly, talk to black Civil Rights leaders and convince them he was working diligently on their behalf. Often on the same day: and usually, just as sincerely. Or insincerely - neither his contemporaries nor historians have ever been able to figure which LBJ was which.
