a board starts out at 2x4 until it dries out and is remilled to it’s final dimension…which is exactly what you said

Thanks for clearing that up!
I built bench once, and I figured a 2x4 was - 2 inches by 4 inches, and so I planned accordingly.

Only the boards were 1.5 x 3.5, and so my bench was okay, but not exactly like I wanted it.
