I always wonder what Lincoln would have done if he had been elected in a more peaceful time. Even with that, his domestic record not relating to the war is pretty impressive. He signed the Homestead Act and the act that pretty much started the building of the Transcontinental Railroad I believe.

He was a westerner, so an interest in development and expansion is not a surprise. The Homestead Act was a natural for supporting increased settlement into the territories. And pushing the railroads across the plains would be an obvious step as well in order to cheapen freight rates and military expenditures.
