Ownership was questionable - as in who owned the cargo and was responsible for it. Lebanese authorities weren’t owners for it, so it’s not like they could dispose of it. Basically, it was a black hole, and this occurred because a foreign oligarch went bankrupt and refused to take responsibility for that cargo.

There are local failures- as in making sure that the load was safely stored. That’s what the investigations will look into.

Even so: leaving 2750 tons of a potentially explosive substance just stuck in a corner of a dockside warehouse for six years? Even in Lebanon, I’m sure there is some sort of “public safety” exception in the case of dangerous materials - though of course, remembering that it’s there is an important first step.
