It goes back to the idea that a citizen should not need papers to be in her own country. An idea I mostly agree with.

I lament the loss of the good ol’ days, when I could go to Tijuana, then walk back across the border, and just tell the border agents that I was a US citizen, and they let me walk in. (Of course I’m a white guy with good English, so why should they have doubted me????)
