My guess is that the 2016 nom is probably going to a more recently serving Senator or Governor, someone like Rob Portman.

Meh. That’s the way they do it. Santorum came in second in 2012. Therefore he will be the nominee in 2016 no matter how the party has to break it’s own rules to ensure this. That’s been the process since 1976 and by god they aren’t going to change now…
