They are the co-signers, for sure, but I doubt even Paul Ryan would be trying to fuck up trade relations with major trading partners if Trump hadn’t started it.

He’s still fine with it though, as he isn’t doing a diddly thing to stop it or the rest of his caucus.

Paul Ryan’s first order of business is destruction of government. If it takes fouling up the whole world’s economy to do that, well sometimes you have to destroy the village to save it.
