Don’t know about the “cronyism” bit: the “Heroes Garden” project seems to have been organized as a typical government culture-bureaucracy deal (its governing Committee seems to be mainly ex officio head of various cultural agencies. And the GSA (new member will be needed!)) .

But we’ll know for sure if Jon McNaughten or Ben Garrison get commissions….
