I don’t know about the area in Maine where Mr. Webster lives, but I think that it is standard procedure in the United States for registered voters to be listed in that precinct’s voter rolls. Here’s the kicker - places with voting booths tend to have a printed record that those people have to sign, before they can vote. If they aren’t on those rolls, they have to provide residence proof, then only get a provisional ballot - which aren’t counted until several days later, and only when eligibility is verified.

I’ve got a better idea. People who obviously couldn’t pass a high-school civics course have no business whatsoever being the state chair of a major political party.
