Yep. Meaning that not any letter of the hebrew script or the vowel markings would be taken away. Hence, the Law remains in full force to the believers according to Matthew’s very Jewish Jesus.

Historically this is so (the author of Matthew was writing with a “pro-Jewish” agenda, contrary to, say, the author of Mark), but this is pretty easy to sidestep - “everything has been fulfilled by Jesus’ sacrifice”, etc.
