I think the too permissive text is a mistake not only in general, but also specifically in that historical context. Yes, there are new kinds of weapons now, but the “human” problems are the same.

The text is not too permissive, it refers to memebers of a well regulated militia.

And historically, it refers to flintlock muskets which fired 3-4 rounds per minute, not semi-automatic weapons.
