Grand Teton, Grand Canyon, Bryce, Zion, Acadia (Maine), Olympic - all started as monuments before being designated Natl Parks.

Having just visited Acadia (and have crossed off another 20+ from the bucket list), I can tell you Hatch is either woefully ignorant about the history of the National Park system, or worse, purposefully misinforming the public.
I’m leaning towards the latter given that he represents a state with 5 of the coolest parks I’ve visited: Arches. Canyonlands. Zion. Bryce. Capitol Reef.
Those 5 parks figure prominently in all Utah tourism promotions and advertising because they are a huge economic driver for the state.
They help much of Southeastern Utah’s local economy. Hatch knows this.
I’m guessing he simply doesn’t give a fuck.
