“There is a long history in this country of African-Americans and Latinos being stopped by law enforcement disproportionately, and that’s just a fact.”

A friend of mine who used to be an Assistant US Attorney here in DC told me that black DC cops would quite cheerfully tell her - off the record - that yes, of COURSE they engage in “racial profiling”; and that it cuts in more than one direction. For instance, if they see a white guy in a BMW on upper Georgia Ave. at 2 am, they’ll wonder whether he’s looking to buy drugs, and will think up a reason to do a stop. Similarly, if they see young black men in hoodies rolling around Georgetown at 2 am, they’ll also pay close attention to them.
