Even in Lebanon, I’m sure there is some sort of “public safety” exception in the case of dangerous materials - though of course, remembering that it’s there is an important first step.

Actually the port authorities knew well it was there, which is why they repeatedly petitioned the courts and the government for permission to deal with the problem.

The port authorities have now been placed under house arrest for not having dealt with the problem.

Those that have houses, of course.
