Just typical gerrymandering. In 2018 Andy Barr beat Amy McGrath by only about 3 points in the 6th District Congressional race, so by moving a bunch of Democratic voters out of his district, he is guaranteed a seat in Congress for as long as he wants it. The First District is so heavily Republican that adding Franklin County to it does not make it competitive either.

People are fed up with politicians and politics as usual but when they see a map like that, they just shrug and accept it as politics as usual.

Then they vote - mostly out of protest - for some idiot who promises to be an outsider and to come in and clean things up.
