Change the definition, lose a word. Now you have no word for violence aimed at civilians to frighten them into political actions.

Here’s the thing: under that metric, we’ve already lost that word when it became somehow inapplicable toward incidents like Robert Dear shooting up the Colorado Springs Planned Parenthood, or Dylan Roof in Charleston. The word is already politically charged and relative as is at this point.
