North Carolina law says that filling a Senate vacancy, the person appointed must be from the same party. Thus Gov. Cooper must appoint a Republican.

Do they have to be a North Carolinean? ‘Cause William Weld, Rick Wilson, Ana Navarro, Jennifer Rubin, they’re all Republicans.
