No, it isn’t. Casualty compensation is intended to compensate survivors for the deceased person’s earning potential, to help keep them from suffering economic dislocation. The human life value is a matter that will be handled by trying the shooter for the killings.

That is not unusual in the area. CL may know the answer to this, but it seems to be part of Muslim law to offer money to the family in place of prosecution. I also wondered at the almost relative calm after this on the part of the Iraqi’s. I expected much more, especially coming on top of the Koran burning. Even my husband was surprised. It’s puzzling.

Makes sense. It just rankles me something fierce, in light of information that’s come out not only about the asshole responsible, but also the military’s efforts to keep the war effort going by grinding our troops into the ground as far as possible. Justice at this point seems more and more like getting out of the country and staying out, rather than cutting a check.
