When you’re not actually driving, it’s hard, or even impossible, to stay focused enough to take over in an instant when the automation fails.
In the case of the person who darted in front of a self-driving Uber, a human driver would have run them over too, so having a meatbag on board seems to be just to calm fearful people.
The person in the car was not actually driving.
We don’t know what would have happened with a real driver (who could have done a number of things including brake or swerve or hit the horn).
