Why? Isn’t that rather subjective as well? Why should someone make a law restricting another ingesting or inhaling anything, as long as they do not infringe upon the Rights of others?

All morality is subjective. However, it can be argued that ingesting or inhaling certain things (like heroin) will almost certainly infringe the rights of others on a massive scale.
