For the record, I think he probably is “hanging” them as a practical joke, see the links above. Can’t be sure since don’t know Arabic, but you could ask the guy whether it’s him on the photo and what exactly he was doing.

It’ll never happen. People believe what they want to believe, and what they think they see says a LOT more about them than it does about the guy in the photo. It’s like a Rorschach test.
