Beats me.

Even if it is, the point that it’s supposed to imply is a horrific one that distills a person’s worth and right to life down to a rap sheet. And that basically means that anyone with a record SHOULD expect to get murdered by cops because they have ceased to see worth in keeping said person alive.

Which might, you know, explain why people feel the need to resist. Because if that’s going to be the way cops are encouraged to operate, with no operative belief that a former crook could be anything more than an even worse present or future crook, and that the only way to deal with them is MAXIMUM FORCE, why shouldn’t they fucking run for their lives?!
