Have been wondering what has been up in Lukaschenko-land.

This news indicates either that Cool Hand Luk is trying to pull a Ceaucescu-like bit of posturing like when he “stood up” to the Soviet invasion of Czechoslovakia or that Byelarus is afraid of Russia making claims on its territory

Bit of both, I’d wager.
