The dog is just a weapon to him.

The guy is a stone cold sociopath who almost certainly couldn’t give a fuck about another single person on earth with the possible exception of one of his own children. He is capable of loving a dog in the same sense that Hitler did; as a propaganda tool that can later be poisoned with cyanide.
