We don’t really know, of course. At the time the Constitution was written, most of the US Southwest belonged to Mexico, and was considered crap desert land that nobody would really want anyway. They certainly wouldn’t have ever imagined that we would have pretty large numbers of impoverished women crossing the border into the US to give birth at expensive American hospitals with no means or intention of paying for their visits with doctors or nurses, etc.
