It goes to how we spend on road construction - and in some instances, it’s self interested construction businesses that help set the standards. Rather than building roads with a deeper base that resists cracking and movement, make a less substantial base and repair more frequently. That way, instead of building new roads, you’re spending more time and effort fixing roads already built.

You might have a higher initial cost due to higher material costs (and concrete roads will last longer than asphalt on average), but longer lifespan and reduced need for regular repair or resurfacing should more than make up for the initial cost.

But it’s the higher initial costs that will scare people off using the more substantial materials necessary for longevity.
