Not sure I would totally agree with this premise. They leaders think about all the bad things that can happen, the engineers and scientists probably make some noise about possible shortcomings; the leader-bots think, “who gives a fuck? People are replaceable” This is a very Russian thinking pattern. Read Solzhenitsyn or any Russian lit, look at how soldiers were treated in wars, etc. The Russian polity cares nothing for the peasant.
