What about the ‘with prejudice’ part? I thought that would prevent a retrial.

It depends on if they’re willing to go after the Judge for misconduct resulting in
“substantial and irreparable prejudice to the State’s case.” Basically, they can say that he intentionally threw the case and that the mistrial was improperly granted. It is doubtful that there is any prosecutor in America, however, that cares enough about actual justice to do that.
