The value and trustworthiness of FEMA is entirely dependent on whose been put in charge of the agency.
James Lee Witt (Clinton admin; Northridge earthquake, Red River Flood) was really good at the job.
Joe Allbaugh and Michael Brown (GWB admin; Katrina) were not.
Craig Fugate (Obama; Sandy, midwest floods) was really good at the job.
Brock Long (Trump; Maria, Florence) is not.
Allbaugh and Brown were both Bush loyalists. Fugate iirc was Florida’s emergency services head so he had experience with these sort of things.
