Nope. If it actually is 49-51, McConnell will not fill a SCOTUS vacancy, few if any lower federal courts, and may not even allow a Democratic president to appoint a Cabinet, not to mention that no legislation will pass at all, except in the direst necessity.

Manchin will most likely allow appointsments. The concern is that to really get anything done while McConnell is GOP leader is to scrap the filibuster. Will Manchin allow that?
