no work requirements is sort of the point of it.
A minimum wage job, while paying daycare for two under-6’s… nets out to about the same $$ as being a full-time homemaker with the child tax credits. I thought the family values crowd wanted moms to stay home with small kids? They’d bitch and moan about bad parenting, neglectful parenting, feminist witchery, if mom had a full-time job instead of taking care of kids “like she ought to be”?

The question is about how much to spend and all he wants to talk about is the tax code, the national debt, and inflation. IOW, he’s trying to set a price that fits in with what his rich donors approve of, and then haggle on what to buy that fits within that price tag.
