The programs themselves and your files are not kept “on the cloud”. They are local and they stay that way. The programs are downloaded and installed into your system. After that and the initial authorization you can pull the plug on the internet and work as you wish.

A person without fast internet would just have to wait out the long download/install or go somewhere once to get started.
