Assuming Puerto Ricans opt for statehood, here’s what I think would be a good way forward:

1. Puerto Rico is made a state (possibly incorporating the Virgin Islands)
2. DC is made a state, we can name it Columbia and exempt the National Mall, White House, Congress, Supreme Court and other federal buildings
3. The size of the House is increased from 435 members to 441 (one Rep for Columbia, five for PR/VI) until 2020; after the census, the House is increased to 475 members and reapportioned accordingly for 2022

I’m not sure what we do with our Pacific territories like Guam and American Samoa.
