Not fraud if you have reason to believe your vote is valid. We encourage mainstream Alabama Dems to vote provisionally if challenged as a means of fighting voter suppression. It’s not really a vote until adjudicated, which only happens in a very tight decision.

I wonder if the burden then falls to the voter to prove they should be registered, or they did register by the date, yada yada. In KY, after filing a provisional, you are “entitled to present evidence” to the elections official to have the vote counted.
