May be felt. Some folks might see some reduction in payroll withholding - and therefore a bigger paycheck, but others will see a smaller paycheck thanks to eliminating stuff like the transit benefit (again hitting blue states disproportionately, and urban areas even more).

One of the main purposes of this legislation is to punish blue states and force them to operate like red states. For all conservative blather about the 10th amendment and state’s rights (and my brother lectures us about that all the time), they care only about red states and want to force every state to emulate the way they operate.
