The first-class fleet Yamamoto built up through the 1930s ended up as artificial reefs, mostly thanks in large part to a stubborn refusal to abandon the Kantai Kessen principle even after its clear failure several times in the Pacific theatre. Halsey, Nimitz and King ended the war with more fleet carriers than they knew what to do with and even more on the shipyard stocks ready to join the fray (plus a few subsequently-useless Iowas but that’s another argument).

4-star rank officers like Eisenhower are basically accountants, allocating resources to their immediate juniors who can concentrate on logistics once they know how much stuff (fuel, ammo, ships, trucks, planes, food, people, bodybags etc.) they have to hand. Sadly no-one will ever write the thirty-nine volume compendium entitled “Lives of the Great Accountants”.
