Not sure I would totally agree with this premise. They leaders think about all the bad things that can happen, the engineers and scientists probably make some noise about possible shortcomings; the leader-bots think, “who gives a fuck? People are replaceable” This is a very Russian thinking pattern. Read Solzhenitsyn or any Russian or lit, look at how soldiers were treated in wars, etc. The Russian polity cares nothing for the peasant.
Before the Trinity test, there was some concern within the project leadership that they might set off a chain reaction in the atmosphere, and burn off all the air for the whole planet.
They decided to do it anyway.
