The Japanese had one chance to win the war in the Pacific: Make the Americans come to terms before Seattle, Portsmouth, Norfolk, and Pearl made it impossible for them to win. Their problem was that they, like the Americans, did not understand the incredible power of the carrier fleet, and they wanted to get the Americans to commit their battleships to the fight before they pressed their technological and experiential advantages. In the event, the Americans’ mighty 14- and 16-inch guns were almost exclusively used in ground-support missions, and the Japanese never got the opportunity they wanted before Midway basically put the war out of their reach.
