I think you make a really important point in noting what the “Deep State” actually is. Sometimes we forget to highlight the obvious because we’re working from a place where that’s a given, but others may have turned phrases used for short hand into something else completely.

I have often reminded GOP folks that Big Government is just working folks like us, not some damned conspiracy zombie.

To me it’s fascinating how the “deep state” concept went from being a long-standing Turkish conspiracy theory into a sort of shorthand in the English-speaking world for the intel community.

We used to call the deep state the “state within the state”. Maybe “deep state” is just more convenient.
