Having been in the depressing crap-hole that is Moscow I can confirm all that - but also the standards of driving are appalling, I’ve never seen so many minor collisions in my life and it’s not just because so many cars are in a shitty state, I’ve been in Third-World countries with terrible vehicles - people at least try to avoid each other, and exhibit some skill in doing so

Moscow is a city where you can stand on the corner and flag down a random vehicle and agree on a price for the driver to take you where you want to go. There are professional taxis in the city but they mostly go to and from the airports and tourist hotels.

Also Moscow=major gridlock, just from the way the city is laid out, and more vehicles than it can accommodate.
