Can you ping your ISP? You can also use tracert (Windows command line) to check how long each hop to a site takes.
Can you change the DNS settings on your router manually? Maybe the ISP’s DNS server is wonky.
I have the same problem here, but I chalk it up to the net nannies in China choking the access points to the outside world. Chinese sites load lickety split. American sites load erratically.
