I wonder about this. While there is certainly a ton more Facebook activity by the Russian government than the $100K figure conveys I kind of doubt investigators are going to find a huge undiscovered sum of paid advertising. Simply because the nature of this kind of warfare is that the ideas being seeded and amplified are only really effective when they appear to be propagating organically. Paid ads would tend to undermine those efforts if they started to appear too frequently.
