I thought there were two rulings: That they were an implication of guilt, and that you didn’t have to accept them for that reason.

My reading of it is simply that you have a right to refuse a pardon for any reason. Pardons can be conditional or unconditional, so it can be conditional on an admission of guilt, but it isn’t required.
