Essentially the Tom Clancy dream event to allow the creation of a conservative dictatorship/oligarchy.

I forget at what point in reading the novels, probably around _Rainbow 6_, I realized that they were all variations of conservative wet dreams coming true for the hero and US government. Liberal nuts or obstructionists get their comeuppance, various enemy factions (drug lords, terrorists, communists, non-USA industrialists) are defeated and shown to be inferior. And so forth.

Still remember when Clancy was at a Teabagger rally uttering the birther bullshit. Never liked him at all. A real arrogant asshole!
