MFP is designed to aid farmers and ranchers whose commodities have been directly impacted by foreign retaliatory tariffs, and President Trump authorized USDA to provide up to $14.5 billion in direct payments through MFP.

so it is foreign retaliatory tariffs that are the culprit, not the clueless orangutan who started this trade war in the first place

What if China did not institute retaliatory tariffs but just refused to purchase anything from the US? What then? Would the farmers still be eligible for these subsidies?
