As the CBS Sunday Morning reports noted, the USGS wanted to push back the no-go zones even further, but the state governor refused to deal with it. The overwhelming majority of those killed were outside the exclusion zone, but within the areas that the USGS wanted to include.
Once again, not listening to the experts had dire consequences. The remarkably low loss of life considering the size and scope of the eruption is due entirely to the USGS issuing those warnings in the weeks leading up to the eruption.
