So if Arrow shirts are made by XYZ corp in ZYX country that employs kids under 12 working for pennies a day, and Arrow knows about it, Arrow is off the hook??

As far as I know its dependent on the labor laws of the country where the manufacturing is being done. If no laws are being broken, it’s perfectly ok to slave drive people 16 hours/day for 0.10/hour.
